Final LTFV Finding for China Trailers
Commerce found that van-type trailers and subassemblies from the People’s Republic of China were sold in the U.S. at less than fair value for the period April 1, 2025 through September 30, 2025. Commerce assigned a China-wide dumping margin of 130.86 percent (AFA) and an adjusted rate of 129.73 percent, and published the final determination on August 31, 2026.
Cash Deposits and Suspension of Liquidation
Commerce will instruct U.S. Customs and Border Protection to continue suspending liquidation and to require cash deposits for entries of the subject merchandise entered, or withdrawn from warehouse, for consumption on or after June 15, 2026. The applicable cash deposit for unlisted Chinese producers/exporters is the China-wide rate shown in the notice (130.86%). These instructions remain in effect until further notice.
ITC Injury Determination and Possible Outcomes
Commerce notified the U.S. International Trade Commission (ITC) and the ITC must decide whether U.S. industry is injured no later than 45 days after this final determination. If the ITC finds injury, Commerce will issue an antidumping duty order and duties will be assessed on entries (subject to instructions); if the ITC finds no injury, the proceeding will be terminated and any cash deposits will be refunded and suspension of liquidation lifted.
Reporting Rules for Imports Routed Through Canada
Importers bringing Chinese subassemblies or van-type trailers through Canada must report those entries under the Canadian third-country case number A-122-219. For van-type trailers imported through Canada, only the Chinese subassembly portion and components on the same bill of lading are subject to China antidumping duties.
