Zero Dumping Margins for Thai Pipes
For the period March 1, 2024 through February 28, 2025, Commerce found that Saha Thai Steel Pipe Public Co., Ltd. and Thai Premium Pipe Co. Ltd. had weighted-average dumping margins of 0.00 percent. This final determination covers entries during that period and is effective September 1, 2026.
Liquidation Without Antidumping Duties
Commerce will instruct U.S. Customs and Border Protection (CBP) to liquidate entries covered by this review without regard to antidumping duties where the respondent's weighted-average dumping margin is zero or de minimis. These instructions apply to entries during the March 1, 2024 through February 28, 2025 period for the firms with a zero margin.
Cash Deposit Rates Set; All-Others 15.67%
Upon publication, cash deposit rates for Saha Thai and TPP will be 0.00 percent for shipments entered or withdrawn for consumption on or after the publication date. The cash deposit rate for all other producers or exporters will remain 15.67 percent (the all-others rate from the investigation). Other company-specific rules from prior segments continue to apply as described.
Importer Certificate Requirement; Risk of Double Duties
Importers must file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during the period March 1, 2024 through February 28, 2025, as required by 19 CFR 351.402(f)(2). Failure to comply could lead Commerce to presume reimbursement occurred and assess double antidumping duties.

Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's scope ruling, and that Commerce is amending the scope ruling to find that enriched \15\N ammonium sulfate isotope is outside the scope of the orders.
