U.S. starts CVD probe on PFA imports

On August 25, 2026, the Department of Commerce initiated a countervailing duty (CVD) investigation into imports of perfluoroalkoxy alkane (PFA) from India. The investigation uses a period of investigation (POI) of January 1, 2025 through December 31, 2025; Commerce will make a preliminary CVD determination no later than 65 days after initiation, and the U.S. International Trade Commission will make its preliminary injury determination within 45 days after the petition (the petition was filed August 5, 2026).

Which PFA products are included

The investigation covers PFA resin in primary form (pellets, granules, powder, flakes, aqueous dispersions) with a minimum melting endotherm peak temperature of 265 degrees Celsius and a melt flow rate of at least 1 g/10 min. PFA resin is covered when it constitutes at least 98 percent of the material by dry weight; compounded PFA is covered when the PFA component is at least 80 percent by dry weight. The notice also lists HTSUS subheadings including 3904.69.5000, 3904.61.0010, 3904.61.0090 and 3904.69.1000 for convenience.

Known Indian exporter to be examined

The petitioner identified Gujarat Fluorochemicals Limited (GFL) as the only known producer/exporter of PFA from India. Commerce intends to individually examine that company and, if no other producers/exporters are identified, will issue the initial CVD questionnaire directly to GFL.
