Commerce opens antidumping probe
The Department of Commerce initiated a less‑than‑fair‑value (antidumping) investigation of perfluoroalkoxy alkane (PFA) imports from India on August 25, 2026. The period of investigation is July 1, 2025 through June 30, 2026, and Commerce said it will make a preliminary determination no later than 140 days after initiation. The petition estimates dumping margins between 38.78 and 46.80 percent for PFA from India.
Which PFA products are covered
The investigation covers PFA resin in primary form (pellets, powder, flakes, etc.) with a minimum melting endotherm peak temperature of 265 degrees Celsius and a melt flow rate of at least 1 g/10 min. PFA is included when it constitutes at least 98 percent of the material by dry weight, and when compounded the PFA component is included if it is at least 80 percent of the compound by dry weight; products below those thresholds are excluded. The notice also lists relevant HTSUS subheadings (e.g., 3904.69.5000, 3904.61.0010).
Gujarat Fluorochemicals named as respondent
The petitioner identified Gujarat Fluorochemicals Limited (GFL) as the only known producer/exporter of PFA from India, and Commerce intends to individually examine that company in the investigation. Interested parties may comment within three business days of the Federal Register publication if other producers/exporters should be considered.

Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's scope ruling, and that Commerce is amending the scope ruling to find that enriched \15\N ammonium sulfate isotope is outside the scope of the orders.

As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) orders and countervailing duty (CVD) order on light-walled rectangular pipe and tube (light- walled pipe and tube) from the People's Republic of China (China) (AD/ CVD), Mexico (AD), the Republic of Korea (Korea) (AD) and the Republic of T[uuml]rkiye (T[uuml]rkiye) (AD) would likely lead to the continuation or recurrence of dumping, countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD and CVD orders.
