DOL links benefits data to Treasury's Do Not Pay fraud buster

Summary
In accordance with the Privacy Act of 1974, as amended, and Office of Management and Budget (OMB) guidance on computer matching, the Department of Labor (DOL) is providing notice of the establishment of a new matching program. Pursuant to the Payment Integrity Information Act of 2019 (PIIA), DOL is establishing a new matching program consisting of the computerized comparison of systems of records for benefits programs at DOL with the Do Not Pay (DNP) Working System, which is administered by the Department of Treasury's (Treasury) Bureau of the Fiscal Service. This matching program will enable the DOL programs listed in the appendix of this notice to compare records maintained in their respective systems of records with records maintained in the DNP Working System for the purposes of identifying and preventing improper payments and conducting any related recovery activities by verifying through DNP prepayment or pre-award eligibility.

DOL Benefits Checked Against Do Not Pay
If you apply for or receive benefits from the Department of Labor programs listed in the appendix, your records will be compared with the federal Do Not Pay (DNP) Working System to identify and prevent improper payments and to support any related recovery activities. This matching program is effective 30 days after publication (effective October 1, 2026) through September 10, 2029.
Personal Data Matched and Shared
The matching will compare personal and payment-related data from DOL records with the DNP Working System, including entity name, Social Security Number (SSN), Individual Taxpayer Identification Number (ITIN), and bank account information (account number and routing number). Date of birth and employment records will be part of the matching program records but are listed as data that will not be matched.

The U.S. Department of Labor publishes this final rule to revise its implementing regulations for the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended (VEVRAA). These revisions will align the regulations with Executive Order 14173 and remove the VEVRAA regulations' cross-references to the Executive Order 11246 authority. Executive Order 11246 was revoked by Executive Order 14173 on January 21, 2025. This final rule also makes technical revisions to update the VEVRAA regulations' jurisdictional thresholds, which were adjusted for inflation by the Federal Acquisition Regulation Council on October 1, 2025.
