Antidumping Duties Continue on Hand Trucks

Commerce is continuing the antidumping duty (AD) order on hand trucks and certain parts from the People's Republic of China. The continuation is effective August 18, 2026, and U.S. Customs and Border Protection will continue to collect AD cash deposits at the rates in effect at the time of entry for all imports of the subject merchandise.

Which Hand Trucks Are Covered or Excluded

The AD order covers hand trucks (various names like dolly, convertible hand truck) and certain parts (vertical frame, handling area, projecting edges/toe plate) typically under HTSUS headings 8716.80.5010, 8716.80.5090, and parts under 8716.90.5060. Excluded items include small two- or four-wheel utility carts with frames under 5/8 inch diameter, motorized hand trucks, vertical carriers for golf bags, wheels and tires used in manufacture of hand trucks, and a multifunction cart known as the 'Aerocart.'
