New Mandatory Purchases for Nonprofit Suppliers
On October 04, 2026, the Procurement List was updated to add several products and a retail support service that must be purchased from designated nonprofit agencies employing persons who are blind or have severe disabilities. Added items include spice blends (NSNs 8950-01-E10-2926, -2928, -2931) authorized to CDS Monarch (Webster, NY), a Navy Cleaning Kit (NSN 7930-01-660-1605) authorized to Louisiana Association for the Blind (Shreveport, LA), and a Retail Support Service for the NGA Campus West convenience store authorized to ServiceSource, Inc. (Oakton, VA).
Removal of Mandatory Purchases From Some Nonprofits
Also effective October 04, 2026, the Procurement List deletes certain products and services that were previously mandatory purchases from nonprofit agencies. Deleted items include Foliage Green (NSN 8465-01-524-7689) formerly authorized to Travis Association for the Blind (Austin, TX), two beverage bases (NSNs 8955-01-E10-1648 and -1650) formerly authorized to BOSMA Enterprises (Indianapolis, IN), and several services (shelf stocking, janitorial, custodial/refuse removal, furnishing management) previously authorized to named nonprofits at specific federal sites.
Agency Certifies No Significant Small-Entity Impact
The Committee certified under the Regulatory Flexibility Act that these additions and deletions will not have a significant impact on a substantial number of small entities. The certification cites three factors: no new reporting or compliance requirements, a possibility the action will authorize small entities to furnish the products or services, and no known regulatory alternatives to meet the Javits-Wagner-O'Day Act objectives.
