Foreign-built 12-passenger vessel eligibility
Under 46 U.S.C. 12121(b), a foreign-built small passenger vessel that carries no more than 12 passengers for hire (the M/V MIDLIFE CRISIS) may be allowed to operate in U.S. coastwise trade if MARAD determines the vessel's use will not adversely affect U.S. vessel builders or coastwise trade businesses. If MARAD finds no adverse effect, the U.S. Coast Guard may issue a coastwise trade endorsement allowing operation.
Chance for U.S. builders to object
U.S. vessel builders and U.S. coastwise trade businesses that use U.S.-built vessels can submit comments to argue that allowing M/V MIDLIFE CRISIS to operate would have an undue adverse effect. Comments should reference the vessel name, state the commenter's interest, and include supporting documentation; submit by October 5, 2026 to docket MARAD-2026-1389.
