Commerce Kicks Off Antidumping Reviews for July

Summary
The U.S. Department of Commerce (Commerce) has received requests to conduct administrative reviews of various antidumping duty (AD) and countervailing duty (CVD) orders with July anniversary dates. In accordance with Commerce's regulations, we are initiating those administrative reviews.

Named Exporters Now Under Review
Commerce has initiated administrative reviews of the listed antidumping and countervailing duty orders with the periods of review shown (for example, many listed periods run 7/1/25–6/30/26). Commerce intends to issue final results no later than July 31, 2027, and the initiation is applicable September 4, 2026.
Separate-Rate Certification Deadline
Companies from non-market-economy cases that want a separate rate must file a Separate Rate Certification or Separate Rate Application no later than 14 calendar days after this Federal Register notice was published. The Separate Rate form is available on Commerce's website on the publication date.
Certification Eligibility Application Timing
Firms that are not currently eligible to certify but wish to establish certification eligibility must submit a Certification Eligibility Application no later than 30 calendar days after this Federal Register notice was published. The application PDF is available on Commerce's website as stated in the notice.
No-Sales Notices Can Lead To Rescission
If a producer or exporter had no exports, sales, or entries during the period of review, it may notify Commerce of that fact within 30 days of publication for Commerce to consider how to treat suspended entries. Commerce intends to rescind AD reviews where there are no suspended entries for a company or company-specific case number.
Respondent Selection Timelines and Process
If Commerce limits the number of respondents, it will base selection on CBP import data or Q&V questionnaire data. Commerce will place CBP data or the Q&V questionnaire on the review record within five days of the initiation notice and will make respondent selection within 35 days. Parties have seven days to comment on the data and five days for rebuttal after the initial comments.
Withdrawal Deadline for Review Requests
A party that requested an administrative review may withdraw that request within 90 days of the publication date of the initiation notice (Commerce may extend this deadline if reasonable on a case-by-case basis).
Particular Market Situation Allegation Timing
If an interested party wants to submit a Particular Market Situation (PMS) allegation and supporting new factual information under section 773(e) of the Act, it must do so no later than 20 days after submission of initial responses to section D of the questionnaire.

The U.S. Department of Commerce found that some Indian companies sold cold-drawn steel tubing in the U.S. for less than fair value from June 2024 to May 2025. This means these companies might have to pay extra duties to level the playing field for U.S. businesses. The review is still preliminary, and companies can share their thoughts before final decisions are made.
