New ETPs Can Start Trading Pre-Market

If you trade exchange-traded products (ETPs), new ETPs listed on the Texas Stock Exchange can begin trading at the start of the Pre-Market Session at 8:00 a.m. ET. The rule became operative upon filing on August 31, 2026, so this earlier trading option is available immediately for eligible new-issue ETPs unless the issuer chooses otherwise.

Issuers Can Keep IPO Auction Option

Issuers of new ETPs can choose to have their security participate in an IPO Auction instead of starting trading in the Pre-Market Session. That means some new ETPs may deliberately delay trading through the IPO Auction process if the issuer prefers that option.
