Summary

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve a new information collection requirement regarding the Accessibility Conformance Report (ACR) Repository.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Estimated Time Burden on Vendors

GSA projects vendor participation is voluntary but estimates 2,500 vendor admin respondents and 1,500 vendor user respondents. Creating a vendor profile takes 10 minutes, creating a vendor user takes 3 minutes, vendors will upload about 2 ACRs each (5,000 total) at 5 minutes per ACR, and the total estimated annual burden is 907 hours.

Vendor Submission Is Voluntary

GSA states there is no obligation for product owners to submit Accessibility Conformance Reports (ACRs) to the repository; the total number of annual responses is at the product owner's discretion.

Repository Accessible to Non-Federal Entities

GSA will make the ACR Repository accessible to non-federal entities such as state and local governments and educational institutions, while vendors retain control over ACR visibility and the repository is not a GSA certification of accessibility.
