Summary

The Department of Labor (DOL) Veterans' Employment and Training Service (VETS is soliciting comments on the information collection request (ICR) for OMB Control No. 1293-0018 Homeless Veterans' Reintegration Program Budget and Narrative, for which VETS proposes to revise the title to Homeless Veterans' Reintegration Program Applicant Forms. The Homeless Veterans' Reintegration Program (HVRP) is authorized under 38 U.S.C. 2021. HVRP funds over 150 discretionary grants that serve nearly 16,000 veterans experiencing homelessness, veterans at-risk of homelessness, and incarcerated veterans annually, and along with nearly 40 Stand Down events. This collection contains forms submitted by HVRP Funding Opportunity Announcement (FOA) applicants.

Analyzed Economic Effects

4 provisions identified: 1 benefits, 1 costs, 2 mixed.

Grant Size and Program Reach Reminded

HVRP funds over 150 discretionary grants serving nearly 16,000 veterans experiencing or at-risk of homelessness and supports nearly 40 Stand Down events. Grants are awarded up to $500,000 per year, and up to $1,500,000 over a three-year period of performance.

Application Forms Redesigned with Automation

If your organization applies for HVRP grants, the applicant forms are being revised and reorganized into Excel worksheets named Abstract-1/2/3, PGC-4, and CoPP-5. The forms add automated geographic inputs, automated calculations for metrics (cost per enrollment, cost per placement), automated point calculations, new justification fields, and renamed Budget Narrative fields including automated quarterly-hour and percent-FTE calculations.

Estimated Application Burden Hours

VETS estimates this information collection will have 249 respondents, 498 total responses, and 2,241 total annual burden hours, with the collection authorized for three years and responses submitted once. These numbers show the expected total time organizations will spend preparing applicant forms for the HVRP FOA.

Specific Forms Transferred into Applicant Collection

VETS proposes to transfer three named forms into this applicant information collection: VETS-700 Planned Goals Chart (renamed PGC-4), VETS-704 Abstract (organized into Abstract-1/2/3), and VETS-705 Past Performance Chart (converted to CoPP-5). These specific forms will be part of the FOA applicant workbook going forward.
