SBA Tweaks 'Do Not Pay' Matching to Weed Out Fraud

Summary
In accordance with the Privacy Act of 1974, as amended, and Office of Management and Budget (OMB) guidance on computer matching, the U.S. Small Business Administration (SBA) is providing notice of a modified matching program. Pursuant to the Payment Integrity Information Act of 2019, SBA is modifying a matching program consisting of the computerized comparison of systems of records for benefits programs at SBA with the U.S. Department of Treasury's Do Not Pay (DNP) Working System, which is administered by Treasury's Bureau of the Fiscal Service. This modified matching program will enable the SBA programs listed in the appendix of this notice to compare records maintained in their respective systems of records with records maintained in the DNP Working System for the purposes of identifying and preventing improper payments and conducting any related recovery activities by verifying through DNP prepayment or pre-award eligibility.

SBA Uses Do Not Pay to Verify Applicants
If you apply for or receive SBA funds (for programs listed in the appendix such as 7(a), 504, EIDL, PPP forgiveness, Restaurant Revitalization, Shuttered Venue Operators, Microloan, SBIC, Surety Bond guarantees), the SBA will compare your records with the Department of the Treasury's Do Not Pay (DNP) Working System to verify pre-award or prepayment eligibility. This matching begins 30 days after publication (effective October 11, 2026) and continues through September 10, 2029. If DNP finds a potential match, SBA will be notified and will review the information to determine whether additional action (including preventing improper payments or conducting recovery activities) is needed.
Extensive Personal and Business Data Shared
If you apply for or receive SBA funds from the listed programs, SBA will share many types of your personal and business records with the DNP Working System for matching. The categories explicitly include name, address, date of birth, Social Security or tax identification number, telephone number, bank and credit information, SBA application and loan numbers, loan terms and payment history, and other financial and business records; this sharing is part of the matching program effective October 11, 2026 through September 10, 2029.
