Ports and Airports Transactions Authorized
If you operate or provide services for ports or airports in Venezuela, General License 30B (issued February 10, 2026) authorizes transactions ordinarily incident and necessary to the operations or use of those ports and airports, including transactions involving the Instituto Nacional de los Espacios Acuaticos (INEA). GL 30B replaces and supersedes General License 30A (dated February 2, 2021) but does not authorize transactions with blocked persons other than certain INEA-related entities.
U.S. Gold Import and Reporting Rules
If you are a U.S. entity organized on or before January 29, 2025, General License 51 (issued March 6, 2026) authorizes transactions ordinarily incident to exporting, selling, buying, transporting, importing into the U.S., refining in the U.S., or reselling Venezuelan-origin gold, provided contracts are governed by U.S. law and dispute resolution occurs in the U.S., and payments to blocked persons (other than local taxes/fees) are made into the Foreign Government Deposit Funds or other Treasury‑instructed account. You must not use commercially unreasonable payment terms (including debt swaps, in-kind payments, or digital currencies such as the petro), must avoid parties from specified countries (e.g., Russia, Iran, DPRK, Cuba), and you must file a detailed report to OFAC within 10 days after the first such transaction and every 30 days thereafter listing parties, supply-chain due diligence, quantities, prices, dates, and any payments to the Government of Venezuela.
