OFAC authorizes transactions that are normally blocked by Executive Order 13902 if they are only to wind down dealings with Golden Global Yatirim Bankasi Anonim Sirketi; Golden Global Varlik Kiralama Anonim Sirketi; Golden Global Portfoy Yonetimi Anonim Sirketi; or any entity 50% or more owned by them. These wind-down transactions are allowed only through 12:01 a.m. eastern daylight time, September 19, 2026, and any payment to a blocked person must be made into a blocked, interest-bearing account located in the United States.

Short-term wind-down for certain Iran aviation payments

OFAC authorizes transactions ordinarily incident and necessary to wind down transactions previously allowed under parts of the Iranian Transactions and Sanctions Regulations, including 31 CFR 560.522 (overflight payments), 31 CFR 560.529 (bunkering and emergency repairs), and Iran General License J-1. These wind-down transactions are authorized only through 12:01 a.m. eastern daylight time, September 23, 2026, and require that any payment to a blocked person be made into a blocked, interest-bearing U.S. account in accordance with the ITSR.
