Commerce finds CSAC made no shipments

The Department of Commerce determined that C.S. Aluminium Corporation (CSAC) made no shipments of common alloy aluminum sheet during the period April 1, 2024 through March 31, 2025. Because of that finding, Commerce will instruct U.S. Customs and Border Protection (CBP) to liquidate any suspended entries filed under CSAC’s case number at the all-others rate of 17.50 percent.

How Commerce will assess duties

Commerce will assess antidumping duties on appropriate entries during the review by calculating importer-specific ad valorem rates from the ratio of dumping to entered value. If an importer-specific rate is zero or de minimis, CBP will be instructed to liquidate those entries without regard to antidumping duties. Commerce’s 'automatic assessment' practice may result in unreviewed entries produced by CSAC being liquidated at the 17.50 percent all-others rate when no intermediate-company rate exists.

Cash deposit rates effective on publication

For shipments of Common Alloy Aluminum Sheet from Taiwan entered or withdrawn for consumption on or after the publication date (September 14, 2026), cash deposit requirements apply: CSAC’s cash deposit rate will remain the same as in its most recently completed review; previously reviewed companies keep their published company-specific rates; exporters not covered will use the producer’s most recent rate; and all other manufacturers/exporters will have a 17.50 percent all-others cash deposit rate.

Importer certificate and double-duty risk

Importers must file a certificate about reimbursement of antidumping duties prior to liquidation of entries for the period April 1, 2024 through March 31, 2025, as required by 19 CFR 351.402(f)(2). If an importer fails to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
