FWS renews land acquisition info collection with tweaks

Published Date: 9/14/2026

Notice

Summary

In accordance with the Paperwork Reduction Act of 1995, we, the U.S. Fish and Wildlife Service (Service), are proposing to renew a currently approved information collection with change.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Two land forms proposed rescinded

The Fish and Wildlife Service proposes to rescind Form 3-2471 (Permission to Inspect and Appraise) and Form 3-2461 (Waiver of Appraisal Requirement) because property information is prepopulated from the initial landowner request and owners only sign to verify the information. The agency says these forms therefore do not require Office of Management and Budget (OMB) approval under the Paperwork Reduction Act (OMB Control Number 1018-0174).

SSN and bank details required for payment

The Service collects Social Security numbers and banking information from landowners to assist with electronic payments and to prepare required Internal Revenue Service (IRS) Form 1099s when realty transactions occur with the Service.

Estimated annual paperwork burden

The Service estimates 669 annual respondents and 669 annual responses for the preliminary land acquisition collection, with estimated completion time per response varying from 15 minutes to 2 hours and a total estimated annual burden of 495 hours; total estimated annual nonhour burden cost is listed as none.
