Initiation of CVD Investigations
The Department of Commerce initiated countervailing duty (CVD) investigations into imports of certain linear hydraulic cylinders from the People’s Republic of China, India, and Mexico. The notice is dated September 8, 2026, and Commerce will make preliminary determinations no later than 65 days after initiation while the U.S. International Trade Commission (ITC) will preliminarily decide injury within 25 days after receiving Commerce's initiation notice.

Respondent Selection Using CBP Import Data
Commerce may select mandatory respondents and calculate company-specific subsidy rates; it will use U.S. Customs and Border Protection (CBP) import data for respondent selection if the number of companies is large. CBP import data were released under APO on September 8, 2026, and parties wishing to comment on that data or respondent selection must do so within three business days of the publication date of the notice of initiation.
Scope Comment and Filing Deadlines
Interested parties may submit scope comments (public executive summaries limited to 450 words) by 5:00 p.m. Eastern Time on September 28, 2026, and rebuttal comments by 5:00 p.m. ET on October 8, 2026. All submissions must be filed electronically via Commerce’s ACCESS system and factual information in scope comments must be public.
Period of Investigation Set for 2025
Because the petitions were filed on July 29, 2026, Commerce set the Period of Investigation (POI) for each CVD investigation as January 1, 2025 through December 31, 2025. Data from that POI will be the basis for subsidy and other analyses in these investigations.
