The period of investigation is January 1, 2025, through December 31, 2025. Interested parties are invited to comment on this preliminary determination.

Large 66.61% Preliminary Subsidy Rate
Commerce preliminarily found countervailable subsidies for tin mill products from China for the period January 1, 2025 through December 31, 2025 and assigned estimated countervailable subsidy rates of 66.61% ad valorem to Shougang Holding Trade (Hong Kong) Ltd., Shougang Jingtang United Iron & Steel Co. Ltd., and the all-others rate (66.61%).
Cash Deposits Required at 66.61%
If you import tin mill products from China, U.S. Customs and Border Protection will be instructed to suspend liquidation and require a cash deposit equal to the company-specific estimated countervailable subsidy rate or the all-others rate; Commerce preliminarily set those rates at 66.61%. The suspension and deposit requirement apply to entries entered, or withdrawn from warehouse, for consumption on or after the publication of this notice (September 15, 2026).
Retroactive Suspension for Critical Circumstances
Commerce preliminarily finds critical circumstances for imports of tin mill products from Shougang Holding, Shougang Jingtang, and all other exporters/producers; therefore, the suspension of liquidation shall apply to unliquidated entries of merchandise from those exporters/producers entered, or withdrawn from warehouse, for consumption on or after the date which is 90 days before the publication of this notice (publication date: September 15, 2026).
Final CVD Aligned With AD Decision
Commerce is aligning the final countervailing duty (CVD) determination with the final antidumping duty (AD) determination; the final CVD will be issued on the same date as the final AD determination, which is currently scheduled to be issued no later than November 30, 2026, unless postponed.
