Summary
In accordance with the Privacy Act of 1974, as amended by the Computer Matching and Privacy Protection Act of 1988 and the Computer Matching and Privacy Protection Amendments of 1990 (Privacy Act), and Office of Management and Budget (OMB) guidance on the conduct of computer matching, the Department of State ("Department") proposes to establish a matching program with the U.S. Department of the Treasury, Bureau of the Fiscal Service ("Treasury"). The matching program allows Treasury to provide services relating to the identification, prevention, and/or recovery of improper payments pursuant to the Do Not Pay (DNP) program operating under 31 U.S.C. 3354.

Do Not Pay matches Foreign Service annuities
The Department of State will share payee full legal name and Taxpayer Identification Number with the Treasury’s Do Not Pay (DNP) Working System to identify, prevent, and recover improper monthly annuity and beneficiary payments for current and former Foreign Service employees and their beneficiaries. Treasury will check those data against death records (including the DMF-Full and commercial obituary databases) and the Treasury Offset Program (TOP) debt check and will notify the Department of any potential matches.
Department review and contest rights preserved
If Treasury finds a potential match, it will notify the Department, which will independently review and verify the match before taking any action affecting a payee's annuity or beneficiary payment. The Department will provide notice and an opportunity to contest any adverse finding consistent with 5 U.S.C. 552a(p)(1)(A) and (B).

The former Bureau of Economic and Business Affairs Contact List, State-03 which is being rescinded, contained contact information from business, labor, agricultural and non-government organizations, and others working in the international economic arena as well as individuals who were interested in or requested information about economic issues. The information was used for inviting individuals to Department briefings on international economic issues, disseminating speeches and articles on economic issues by Department officials, and providing U.S. government fact sheets on major international economic issues.
