2026-17655, Passports: Expanding Online Passport Renewal Overseas
The Department proposes to amend 22 CFR 51.21 by consolidating requirements for persons applying by mail and online in the United States and overseas. This proposed change includes expanding online passport application availability to qualified applicants located in foreign countries. In addition, the Department is proposing to remove the requirement that an applicant's most recently issued passport must have a year or less of remaining validity to qualify to submit an online passport application. Finally, the Department is proposing technical corrections to 51.8(b) to change "on-line" to read "online" for consistency.

In accordance with the Privacy Act of 1974, as amended by the Computer Matching and Privacy Protection Act of 1988 and the Computer Matching and Privacy Protection Amendments of 1990 (Privacy Act), and Office of Management and Budget (OMB) guidance on the conduct of computer matching, the Department of State ("Department") proposes to establish a matching program with the U.S. Department of the Treasury, Bureau of the Fiscal Service ("Treasury"). The matching program allows Treasury to provide services relating to the identification, prevention, and/or recovery of improper payments pursuant to the Do Not Pay (DNP) program operating under 31 U.S.C. 3354.
2026-18630, Amendment to the International Traffic in Arms Regulations: Prohibited Exports, Imports, and Sales to or From Certain Countries-Cyprus
The Department of State is amending the International Traffic in Arms Regulations to reflect current defense trade policy toward Cyprus.

The FAA is superseding Airworthiness Directive (AD) 2024-23- 06, which applied to certain MD Helicopters, LLC Model 369, 369A, 369D, 369E, 369F, 369FF, 369H, 369HE, 369HM, 369HS, 500N, and 600N helicopters. AD 2024-23-06 required repetitively inspecting the torque tube assembly and roller bearings, and depending on the results, replacing parts or accomplishing additional inspections. Since the FAA issued AD 2024-23-06, the FAA has determined that additional torque tube assemblies are affected by this unsafe condition. This AD continues to require the actions of AD 2024-23-06 and expands the applicability. The FAA is issuing this AD to address the unsafe condition on these products.

This document corrects the interim final rule (IFR) that published in the Federal Register on September 9, 2026. The IFR amends its regulations to permit children born in the United States to "foreign government employees" who are not U.S. citizens to register for permanent residence. DHS also made corresponding changes to Form I- 485, Application to Register Permanent Residence or Adjust Status and Form G-325R, Biographic Information (Registration). This document will restore regulatory language that was unintentionally removed in the September 9, 2026 IFR, with certain conforming edits.
