Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Waiver of Distributor Fees for Consolidation

If you are a market data vendor that certifies you will consolidate Nasdaq TotalView, Nasdaq Texas TotalView, and Nasdaq PSX TotalView solely for external redistribution, Phlx is proposing a waiver of external market data distributor fees. The filing cites a distributor-fee savings of $1,620 per month (and references a $1,390 per month savings for PSX TotalView) for external distributors to cover consolidation costs.

PSX TotalView Subscriber Fee Waiver

Firms that purchase Nasdaq TotalView Plus will be eligible for a waiver of certain PSX TotalView subscriber fees: a $44.50 monthly subscriber fee per Subscriber (operative January 1, 2026) for display or certain non-display usage, and $1.00 per Professional Subscriber per month. The waiver is intended to align Nasdaq TotalView Plus subscriber fees with existing Nasdaq TotalView fees.

Nasdaq Basic Plus Consolidation Fee Imposed

Firms and distributors that receive Nasdaq Basic Plus (internal or external distributors) will pay the same monthly administrative fees applicable to PSX Last Sale and a data consolidation fee of $350 per month. The rule text clarifies that receivers of Nasdaq Last Sale Plus or Nasdaq Basic Plus "shall pay" these administrative and consolidation fees.

No Increase to Existing Phlx Subscriber Fees

The Exchange states that the proposal does not increase fees currently charged for any Phlx-only data product and that some proposed waivers will lower fees for purchasers of Nasdaq TotalView Plus. Subscribers that buy solely Phlx feeds will continue to pay the same fees they do now.
