The Centers for Disease Control and Prevention (CDC), a component of the Department of Health and Human Services (HHS), announces it is issuing an Order under Sections 362 and 365 of the Public Health Service Act, and associated implementing regulations, continuing the suspension of the right to introduce certain persons from countries where an outbreak of a quarantinable communicable disease exists. This Order was issued on September 11 and shall remain in effect through 4:59 p.m. Eastern Daylight Time (EDT) on Sunday, October 11, 2026. This Order may be amended or rescinded prior to that time at the discretion of the Director.

30‑day entry suspension for recent travelers
CDC suspended the right to introduce certain non‑U.S. persons who departed from, or were present in, the Democratic Republic of the Congo (DRC), Uganda, or South Sudan within the last 21 days. The Order took effect at 5:00 p.m. EDT on September 11, 2026 and remains in effect through 4:59 p.m. EDT on October 11, 2026; it applies to flights departing after 4:59 p.m. EDT on September 11, 2026.
Lawful permanent residents included (no LPR exemption)
CDC's Amended Order and updates to 42 CFR 71.40(f) mean lawful permanent residents (LPRs) who were present in DRC, Uganda, or South Sudan during the last 21 days are covered by the suspension and may be denied entry. The change removing an LPR exemption was reflected in rule updates cited at 91 FR 31362 (May 27, 2026) and in the May 22, 2026 Amended Order.
Airside transit still counts as 'presence'
CDC declined to categorically exclude travelers whose only activity in a covered country was airside international airport transit; such transit may be treated as being 'present' in the country for the 21‑day rule. CDC noted airport transit can vary in duration and activity, so airside transit passengers remain potentially covered.
Narrow exceptions and provisional entry pathways
The Order excludes U.S. citizens and U.S. nationals, members of U.S. armed forces and associated personnel (with assurances), and certain U.S. government personnel and their families. Customs officers may except individuals with supervisor approval for humanitarian, public health, or other significant reasons, and CDC may provisionally grant exceptions that are later confirmed by a public health assessment and mitigation protocols.

The Centers for Disease Control and Prevention (CDC), located within the Department of Health and Human Services (HHS), announces three separate awards to fund Vietnam Administration of Medical Services (VAMS), National Institute of Medical Research (NIMR), and ASEAN+3 FETN Foundation. For Vietnam Administration of Medical Services (VAMS), the award is approximately $2,000,000 for Federal Fiscal Year (FFY) 2026, with an expected total funding of approximately $10,000,000. For National Institute of Medical Research (NIMR), the award is approximately $2,000,000 for FFY 2026, with an expected total funding of approximately $10,000,000. For ASEAN+3 FETN Foundation, the award is approximately $500,000 in FFY 2026, with an expected total funding of approximately $2,500,000. The total 5-year period amount for the three recipients is $22,500,000, subject to the availability of funds. Funding amounts for years 2-5 will be set at continuation. The awards will support activities to protect Americans and people worldwide from public health threats by building capacity within their respective countries to strengthen public health preparedness; advancing early pathogen detection to mitigate the impact of global disease outbreaks and public health; and bolstering rapid response to global health emergencies.

The Centers for Disease Control and Prevention (CDC), located within the Department of Health and Human Services (HHS), announces the award of approximately $750,000 for Federal Fiscal Year 2026 funding to Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), subject to the availability of funds. The award supports activities to improve HIV care and treatment for children and eliminate mother-to-child HIV transmission faster, working with faith-based organizations (FBOs), faith-affiliated health facilities, and community-based organizations (CBOs), which are trusted providers in many high-burden communities.
