Published Date: 9/17/2026

Proposed Rule

Summary

The Coast Guard proposes to modify the operating schedule that governs the Route 82 Bridge across Connecticut River, mile 16.8, at East Haddam, CT. The bridge owner, Connecticut Department of Transportation (CTDOT), submitted a request on July 10, 2026, to remove the opening restrictions currently in place for November 1 through April 30 and allow the bridge to provide consistent bridge operations throughout the year. We invite your comments on this proposed rulemaking.

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Commercial vessels: year‑round on‑signal

The Route 82 Bridge at mile 16.8 will open on signal for commercial vessels year‑round. This removes the prior operating restriction that required six‑hours' notice for openings between November 1 and April 30 during the 8 p.m. to 4 a.m. period.

Recreational boats: consistent year‑round openings

The draw will open on signal for recreational vessels year‑round, except daily from 6 a.m. through 8 p.m. when the draw will only open on the hour for recreational vessels when needed. This makes the same hourly opening rule apply throughout the year.

No significant small‑entity economic impact

The Coast Guard certifies under 5 U.S.C. 605(b) that this proposed rule would not have a significant economic impact on a substantial number of small entities. If you think your small business or jurisdiction would be affected, you may submit comments (deadline October 19, 2026).
