Commerce found certain freight rail couplers from the Czech Republic are sold at less than fair value and assigned a 73.74% estimated weighted-average dumping margin for CKD Kutná Hora A.S. and for all other producers. U.S. Customs will require cash deposits at that rate beginning upon publication (Applicable September 24, 2026), and suspension of liquidation applies to entries entered or withdrawn for consumption on or after May 6, 2026.
ITC Injury Decision Determines Final Duties
The U.S. International Trade Commission (ITC) will decide within 45 days whether U.S. industry is materially injured by these imports. If the ITC finds no injury, cash deposits will be refunded and suspension of liquidation lifted; if the ITC finds injury, Commerce will issue an antidumping duty order directing assessment of duties on entries, including entries on or after May 6, 2026.
