LCH SA Beefs Up Cash Collateral Rules for Safer Swaps

Published Date: 9/29/2026

Notice

Summary

LCH SA, a big player in clearing credit default swaps, is updating its rules to require more cash collateral and improve its plan for handling money risks. This change helps protect everyone involved if a member can’t pay up, making the system safer and stronger. The new rules kick in soon and could affect how much cash members need to keep on hand.

Analyzed Economic Effects

4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Minimum cash collateral requirement

Clearing Members must hold a minimum amount of cash as collateral equal to a percentage of their margin requirement. LCH SA will calculate the required minimum cash amount at the end of each day and require Clearing Members to maintain at least that amount in each Collateral Account.

Restrictions on cash withdrawals

LCH SA will block any cash withdrawal request that would cause a Clearing Member's cash collateral to fall below the applicable minimum. LCH SA will monitor withdrawals intraday and may permit intraday withdrawals only after a material reduction in exposure and with appropriate approvals.

Initial scope limited to house accounts

The minimum cash requirement will initially apply only to Clearing Members' house accounts. LCH SA may later apply the requirement to other accounts, such as client accounts, based on evolving liquidity-risk considerations and market conditions.

Public notice and 15-day consultation for changes

LCH SA will publish any applicable minimum cash requirement by currency on its website and may only implement a change to the minimum cash requirement after a 15 calendar day consultation with Clearing Members.
