New inspection items will affect scores
Beginning October 1, 2026, HUD will include deficiencies for specified new "affirmative requirements" when calculating a property's NSPIRE inspection score for Public Housing and Multifamily Housing. The affirmative requirements named in the notice include: Fire Labeled Doors; Electrical—Ground-Fault Circuit Interrupter (GFCI) outlet or breaker; Guardrail; Heating, Ventilation, and Air Conditioning (HVAC); Interior Lighting; and Minimum Electrical and Lighting. When a property does not meet these requirements it is a defect and may result in point deductions from the property's score.
Voucher programs not covered by scoring change
The NSPIRE Scoring Notice does not apply to the Housing Choice Voucher (HCV) and Project-Based Voucher (PBV) programs. That means the scoring and sampling methodology changes described in this notice do not affect properties inspected under HCV or PBV program rules.
