One-year renewal of export ban
The Bureau of Industry and Security renewed a temporary denial order that bars URAL Airlines JSC from participating in any transactions involving items subject to the Export Administration Regulations. The Order is dated September 24, 2026, is effective immediately, and will remain in effect for one year (through September 24, 2027).
U.S. exporters and servicers barred from dealing with URAL
No person may export, reexport, or transfer (in-country) to or on behalf of URAL any item subject to the Export Administration Regulations, and persons may not facilitate Ural's acquisition, financing, servicing, or receipt of such items. The Order also prohibits obtaining from Ural any EAR item intended for export or servicing EAR items owned or controlled by Ural (servicing includes installation, maintenance, repair, modification, or testing).
Safety-of-flight transactions may be authorized
Transactions and activities directly related to safety of flight are not categorically banned: such safety-of-flight actions may be authorized by BIS pursuant to Section 764.3(a)(2) of the EAR. Any party seeking to provide safety-of-flight related items or services to URAL must obtain BIS authorization under that provision.
