Commerce Hits Chinese Air Compressors with Preliminary Subsidy Duties Starting Now

Published Date: 10/1/2026

Notice

Summary

The U.S. Department of Commerce found that Chinese makers of stationary and portable air compressors got unfair government help during 2025. Because of this, the U.S. is planning to add extra fees (called countervailing duties) on these products to keep things fair for American businesses. This decision kicks in starting October 1, 2026, and could affect prices and imports from China.

Analyzed Economic Effects

4 provisions identified: 0 benefits, 2 costs, 2 mixed.

Cash Deposits Required at U.S. Border

If you import stationary or portable air compressors from China, U.S. Customs and Border Protection will suspend liquidation and require a cash deposit equal to the estimated countervailable subsidy rate for entries entered, or withdrawn from warehouse, for consumption on or after October 1, 2026.

Company-Specific Preliminary Duty Rates

Commerce preliminarily assigned estimated countervailable subsidy (ad valorem) rates for Chinese exporters: FNA (Zhejiang) Co., Ltd. — 3.84%; Shanghai Aote E-Commerce Co., Ltd. — 112.29% (based on facts available with adverse inferences); Shanghai Greeloy Industry Co., Ltd. — 112.29%; Suzhou Alton Electrical & Mechanical Industry Co., Ltd. — 112.29%; Suzhou Honbase Machinery Manufacture — 112.29%; Taizhou Huanyang Electric & Machinery Co., Ltd. — 112.29%; Yancheng Dafeng Zhenlian Machinery — 112.29%; All Others — 3.84%.

Which Compressors Are Covered

The investigation covers certain stationary and portable air compressors (electric, gas, or battery powered) with an integrated pressure vessel of 1 to 80 gallons and power between 373 watts (0.5 HP) and 22.37 kW (30 HP). It includes direct drive and belt driven reciprocating (piston) compressors, unfinished compressors and compressors imported as a package with accessories or kits. Excluded are inflators without an integrated tank with output of 1 CFM or less, rotary compressors (e.g., screw, vane, scroll), and dynamic compressors (e.g., centrifugal, axial).

Final Decision Timetable Aligned With Antidumping Case

Commerce is aligning the final countervailing duty determination with the final antidumping (less‑than‑fair‑value) determination, so the final CVD determination will be issued on the same date as the final LTFV determination, which is currently scheduled to be issued no later than February 10, 2027 (unless postponed).
