Minimum Net Capital Requirement for Market Makers

Any Market Maker must have and maintain minimum net capital of at least the amount required under SEC Rule 15c3-1. This net capital requirement is codified in proposed Rule 11.150(a).

Market-Maker Program Launch To Improve Liquidity

LTSE plans to launch its Market Maker program on October 1, 2026, and the Commission made the rule change operative upon filing (filed September 21, 2026). The Exchange states Market Makers will be required to maintain two-sided quotations to facilitate continuous trading, improve execution quality, absorb market imbalances, and reduce extreme price volatility.

New Market-Maker Registration Framework

If your firm wants to be a Market Maker on LTSE, you must file a written application on a prescribed form and the Exchange will review factors including capital, operations, personnel, technical resources, and disciplinary history. The rules are harmonized with other national exchanges to reduce regulatory divergence and the associated compliance burden for Members that conduct market making on multiple venues.

New MMAT Registration and Exam Requirements

Individuals who will act as Market Maker Authorized Traders (MMATs) must be registered by their sponsoring Market Maker, complete proficiency examinations and continuing education requirements applicable to Authorized Traders under LTSE Rule 2.160, and may be conditionally registered or suspended by the Exchange for specified failures.

Rules on Suspension, Termination, and Withdrawal

LTSE may suspend or terminate a Market Maker's firm-level registration if the Market Maker substantially or continually fails to meet obligations, fails to meet minimum net capital, does not maintain fair and orderly markets, or lacks at least one registered MMAT; a Market Maker may voluntarily withdraw registration by written notice but may be subject to a minimum prior notice period or other conditions and disciplinary action for failing to provide advance written notice.
