If you are a Federal OCS oil, gas, or sulfur lessee/operator or holder of a pipeline right-of-way, you remain subject to ongoing information collection duties that total an estimated 22,294 responses and 102,221 burden hours per year across about 555 potential respondents. The BSEE estimates total annual non-hour costs of $246,268 for these collections.
Hurricane evacuation and production reporting requirement
When evacuations or production shut-ins occur, respondents must use Form BSEE-0132 to report evacuation counts and production shut-in statistics (oil in BOPD and gas in MMSCFD). The form collects company contact information, number of platforms/drilling rigs evacuated, and production shut-in amounts when necessary.
Damage reporting after hurricanes and natural events
If your facility or equipment is damaged by a hurricane, earthquake, or similar event, you must submit an initial Form BSEE-0143 damage report to the Regional Supervisor within 48 hours after completing the initial damage evaluation and then submit monthly and immediate updates until service is restored. The form asks for damage description, production rate at shut-in (BPD and/or MMCFPD), cumulative production shut-in, and estimated days to return to service.
14-day correction deadline for incidents of noncompliance
When a BSEE inspector issues a Notification of Incident(s) of Noncompliance (Form BSEE-1832), industry must sign receipt of the form and respond to BSEE when each INC has been corrected no later than 14 days from the issuance date. The INC form is completed by the BSEE inspector and requires the operator to confirm correction within the 14-day window.
