Current Public Charter Rules Kept in Place

The Department of Transportation is extending approval for the existing Public Charter information collection (OMB Control No. 2106-0005) and will keep the current rules and forms (OST Forms 4532, 4533, 4534, 4535) in place with no changes. Part 380 continues to require prospectuses and consumer protections so group charter travel remains an option that the rule says is often less expensive for travelers than buying individual tickets.

Filing Prospectus Requirement Continues

Public charter operators must continue to file a prospectus with supporting financial documents using OST Forms 4532, 4533, 4534, and 4535 and obtain Department acceptance before advertising, selling, or operating a charter. The DOT estimates 154 respondents, 1,418 total responses, and about 709 annual burden hours, with new filers taking about 2 hours (≈30 minutes per form) and amendments about 1 hour.
