Nasdaq Exchanges Split Risk Limits: Sibling Rivalry Goes Live

Published Date: 10/8/2026

Notice

Summary

Nasdaq GEMX is updating its Market Wide Risk Protection rules to stop sharing risk limits with its sister exchange, Nasdaq ISE. This change affects traders using both platforms by keeping their risk controls separate, helping manage trading risks better. The new rule took effect right after filing on October 1, 2026, with no direct cost changes announced.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Exchange feature removed; members can self-aggregate

Because GEMX will no longer offer cross-market MWRP aggregation with ISE, Members that want aggregated risk protection across multiple exchanges may continue to obtain it only by configuring their own risk‑management systems rather than relying on GEMX-provided cross-market counting programs.

GEMX stops cross-market risk aggregation

Nasdaq GEMX amended Options 3, Section 15(a)(1)(C) to remove the option to aggregate Market Wide Risk Protection (MWRP) thresholds across GEMX and Nasdaq ISE. After the change, a Member's MWRP parameters on GEMX will apply only to activity on GEMX and will no longer aggregate with the Member's activity on ISE.

Must implement rule change by Q2 2027

The Exchange will announce an operative date in an Options Trader Alert and will implement this rule change on or before Q2 2027. Members that use GEMX and ISE will need to ensure their risk-configuration and operational procedures reflect that GEMX MWRP parameters apply only to GEMX by the announced operative date.
