Analyzed Economic Effects
8 provisions identified: 3 benefits, 5 costs, 0 mixed.
FHFA can check Do Not Pay system
FHFA will be able to disclose records to the U.S. Department of the Treasury to review payment and award eligibility through the Do Not Pay Working System to identify, prevent, or recoup improper payments in accordance with Executive Order 14249. This routine use is added as routine use (17) and will be effective November 12, 2026.
FHFA can refer debts to collection
FHFA added a routine use (19) allowing disclosure to the U.S. Department of the Treasury, Federal debt collection centers, other federal agencies, and private collection contractors to collect or assist in collecting delinquent debts owed to FHFA or the Federal government. Disclosures for collection are limited to the individual's name, Social Security number, and other identity and debt details.
FHFA merges parking and transit records
FHFA is consolidating the former "Parking Program Records, FHFA-12" into the revised "Transit Subsidy and Parking Program Records, FHFA-11," and FHFA-12 is being rescinded. This change takes effect on October 13, 2026 and is intended to streamline recordkeeping and eliminate duplicate systems for employees who apply for or receive parking or transit subsidies.
FHFA will store new personal data fields
The revised system expands the types of personal information FHFA stores for parking and transit program participants to include SmarTrip card number, user ID, parking garage location, parking date(s), vehicle make/year/license number, names of visitors and escorts, and names of individuals authorized to carpool with a permit holder. These data elements will be part of FHFA-11 records for employees, visitors, and vehicle reservations.
FHFA may share records with tax authorities
The revised routine uses allow FHFA to disclose information to the Internal Revenue Service and appropriate state and local taxing authorities if the employee is subject to tax by that authority and to the extent necessary for tax administration, whether or not tax is withheld. This is added as routine use (18).
FHFA may share data with parking vendors
FHFA added a routine use (20) permitting disclosure of records to government and commercial vendors that provide parking-related services and systems, as relevant and necessary to operate the agency's parking and transit subsidy programs. This allows vendors to access information needed to facilitate parking and transit services for FHFA employees and visitors.
Electronic storage and role-based access controls
FHFA states records will be maintained in electronic format on FHFA's secured network, FHFA-authorized cloud service providers, and FHFA-authorized contractor networks within the Continental United States; paper records have been moved to Federal Records Centers. The notice replaces "access codes" with "role-based access controls" and notes 24-hour security at buildings where records are stored.
When new disclosure rules take effect
The modified system of records takes effect on October 13, 2026; new routine uses (which include many of the disclosure authorities described above) will take effect on November 12, 2026. FHFA will accept public comments on the notice through November 12, 2026.
