Summary
The U.S. Department of Commerce found that some corrosion-resistant steel from Taiwan is being sold in the U.S. for less than fair value between July 2024 and June 2025. Analyzed Economic Effects
5 provisions identified: 0 benefits, 5 costs, 0 mixed.
Preliminary 20.73% duty for Sheng Yu
Commerce preliminarily found that imports of corrosion-resistant steel from Sheng Yu Steel Co. had a weighted-average dumping margin of 20.73 percent for the period July 1, 2024 through June 30, 2025. If this margin is finalized and is above the de minimis threshold (0.50 percent), Commerce will assess antidumping duties on the covered entries.
Preliminary 5.92% duty for GG Samoa
Commerce preliminarily assigned Great Grandeul Steel Company Limited (Samoa) a weighted-average dumping margin of 5.92 percent for U.S. sales during July 1, 2024 through June 30, 2025 (GG Samoa was not individually examined and was assigned a rate based on the mandatory respondents). If finalized above the de minimis threshold (0.50 percent), antidumping duties will be assessed on GG Samoa entries.
Cash deposit rates set from final margins
Upon publication of the final results of this administrative review, cash deposit rates for shipments entered (or withdrawn from warehouse) for consumption on or after the date of publication will equal the dumping margins established in the final results for the listed companies. For producers/exporters not covered in this review, the cash deposit rates published for the most recently completed segment of the proceeding will continue; the all-others rate remains 11.04 percent.
Importer certificate to avoid double duties
Importers must file a certificate regarding reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period (per 19 CFR 351.402(f)(2)). Failure to file the required certificate could lead Commerce to presume reimbursement occurred and result in assessment of double antidumping duties.
Preliminary 3.54% duty for Prosperity
Commerce preliminarily found that imports of corrosion-resistant steel from Prosperity Tieh Enterprises Co., Ltd. had a weighted-average dumping margin of 3.54 percent for the period July 1, 2024 through June 30, 2025. If this margin is finalized and is above the de minimis threshold (0.50 percent), Commerce will assess antidumping duties on the covered entries.
