Summary
The U.S. Department of Commerce found that SRF Limited from India is getting unfair government help (subsidies) for making PET film, sheet, and strip during 2024. They’re reviewing SRF’s case but stopped reviewing nine other companies. This could mean extra duties (taxes) on SRF’s products to keep things fair for U.S. businesses, starting from October 14, 2026.

4 provisions identified: 0 benefits, 4 costs, 0 mixed.
Importers must certify reimbursement or risk double duties
Importers are reminded of their responsibility to file a certificate regarding reimbursement of antidumping duties prior to liquidation of relevant entries for this review period; failure to file the certificate could lead Commerce to presume reimbursement occurred and to the subsequent assessment of double antidumping duties. This certification requirement applies under 19 CFR 351.402(f).
SRF preliminarily assigned 3.98% duty
Commerce preliminarily found SRF Limited received countervailable subsidies for PET film for the period January 1, 2024 through December 31, 2024, and assigned a preliminary net countervailable subsidy rate of 3.98 percent ad valorem. This is the rate Commerce will use in its preliminary calculations and that may lead to countervailing duties on SRF imports if finalized.
Cash deposits may be collected for SRF shipments
Commerce intends, upon publication of the final results, to instruct U.S. Customs and Border Protection to collect cash deposits of estimated countervailing duties equal to the rate shown for SRF on shipments entered or withdrawn for consumption on or after the date of publication of the final results. If the final rate is zero or de minimis, no cash deposit will be required on such shipments.
Nine companies' reviews rescinded; prior deposit rates used
Commerce rescinded the administrative review for nine named Indian companies (including Chiripal Poly Films Limited and Polyplex Corporation Ltd.) because timely withdrawal requests were filed; for those rescinded companies, Commerce will instruct CBP to assess countervailing duties on appropriate entries for January 1, 2024 through December 31, 2024 at the cash deposit rate required at the time of entry. CBP will also continue collecting cash deposits for non-reviewed firms at the all-others rate or the most recent company-specific or all-others rate, as appropriate.
