Nasdaq Separates Its Market Speed Bump From the Kill Switch

Published Date: 10/16/2026

Notice

Summary

Nasdaq GEMX is updating its Market-Wide Speed Bump and Kill Switch rules to stop them from working together with its sister exchange, Nasdaq ISE. This change affects market makers who use these protections to manage risk and will take effect immediately, helping keep trading safer and smoother without extra costs. The update simplifies how these safety tools work across the two exchanges.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Cross‑Market Speed Bump and Kill Switch Removed

If you are a Market Maker or Member, GEMX will stop applying the Market‑Wide Speed Bump (Options 3, Section 15(a)(3)(B)(vii)) and Kill Switch (Options 3, Section 17) across both GEMX and Nasdaq ISE. After the change, a breach of a MWSB parameter or a Kill Switch request on GEMX will affect only activity on GEMX and will not be aggregated with activity on ISE.

Per‑Exchange Protections Remain Available

You will still have MWSB protection on GEMX and the Kill Switch on GEMX. Market Makers can set MWSB parameters on GEMX (subject to Exchange minimums, maximums, time periods, and default values), and Members can submit Kill Switch requests on GEMX and will receive automated messages when processed.

Harmonization Across Nasdaq Options Exchanges

GEMX is changing its rules to harmonize MWSB and Kill Switch behavior with other Nasdaq affiliated options exchanges (e.g., MRX, Phlx, NTX Options, and NOM) by removing the GEMX/ISE cross‑market election. Nasdaq ISE has filed a companion rule change to make conforming amendments.
