Proposed Rule
Summary
The Coast Guard is setting up a temporary safety zone in Miami Marine Stadium Basin on November 15, 2026, for the FRL Inaugural Invitational eFoil Exhibition Race. This zone keeps people and boats at least 100 yards away to prevent accidents from high-speed eFoil racing hazards. If you want to enter the zone, you’ll need special permission, and comments on this rule are open until November 18, 2026.

On November 15, 2026, from 8:00 a.m. to 9:00 p.m., all persons and vessels are prohibited from entering the safety zone around the FRL eFoil race unless authorized by the Captain of the Port. The zone covers all navigable waters within 100 yards of the race area and the specific polygon defined by coordinates beginning at 25.745062, -80.166891; 25.743008, -80.164699; 25.741214, -80.166992; 25.743201, -80.169185 and back to the start. To request permission to enter, contact the COTP or the COTP's designated representative on VHF‑FM channel 16 or by telephone at (833) 642-7271.
Coast Guard finds no significant small-entity economic impact
The Coast Guard certifies under 5 U.S.C. 605(b) that this proposed safety zone will not have a significant economic impact on a substantial number of small entities because vessel traffic can safely transit around the small regulated area for only a few hours and a Broadcast Notice to Mariners will be issued. Small businesses that believe they would be significantly affected are invited to submit comments explaining how and to what degree.
