Analyzed Economic Effects
5 provisions identified: 2 benefits, 2 costs, 1 mixed.
VA life-insurance records moved to cloud
VA moved veterans' life insurance records into a cloud system called LIPAS hosted in the VA Enterprise AWS GovCloud. LIPAS is the primary electronic storage and will keep computerized insurance records indefinitely, while hardcopy records are stored for 31 days before destruction. This change is effective October 23, 2026 and the system is described as maintained in a FedRAMP AWS cloud environment.
Bank info and direct pay added
VA's system will collect and store financial institution information (bank account and routing numbers) and add direct pay options including electronic billing (eBilling). The notice also adds a routine use to share records with the Department of the Treasury for withholding and with the Do Not Pay working system. These changes are effective October 23, 2026.
S-DVI closed; VALife added
The system notice states that Service-Disabled Veterans Insurance (S-DVI) is no longer open for applications and has been replaced by Veterans Affairs Life Insurance (VALife) under 38 U.S.C. 1922B. The system now explicitly includes VALife in the list of covered insurance programs.
Incoming call recordings retained 15 months
VA will record incoming insurance-related calls using software from Calabrio Inc., and those recordings are maintained for a minimum of 15 months after the call (longer if subject to legal hold). This applies to calls from veterans, beneficiaries, representatives, and others.
VA will send insurance data for customer surveys
VA Insurance Service will send selected insurance customer data to the Veterans Experience Office (VEO) so VEO's VSignals system can survey insurance customers. VSignals is referenced in the veterans, dependents, and VA beneficiary Survey Records system notice (43VA008).

The Department of Veterans Affairs is updating how it checks the environmental impact of its projects to be faster, clearer, and more in line with new laws passed since 1989. This change affects VA staff and veterans by improving planning and making sure VA actions protect the environment while delivering care. The new rules start June 15, 2026, and the VA welcomes feedback until July 15, 2026.
2026-03940, Rescission of Interim Final Rule, Evaluative Rating: Impact of Medication
The VA is canceling a new rule about how medication affects disability ratings and going back to the old rules right away. This change affects veterans applying for benefits, making sure their claims are handled like before without confusion or delays. The switch happens immediately and won’t change any money owed but keeps things steady while legal questions get sorted out.
2025-21242, Extending Deadline for Debtor To Request a Waiver
The VA is giving veterans more time—up to one year instead of 180 days—to ask for a waiver on debts related to benefits. This change, effective January 26, 2026, helps reduce stress by giving veterans extra breathing room to handle their debt issues. It doesn’t cost veterans extra money but makes the process friendlier and fairer.
2025-18827, Extension of Program of Comprehensive Assistance for Family Caregivers Eligibility for Legacy Participants and Legacy Applicants
The VA is giving family caregivers of veterans more time to stay in their special support program by extending the deadline from 2025 to 2028. This means caregivers and veterans who joined the program earlier (the legacy group) can keep getting help for three more years. No changes to money or benefits, just extra time to enjoy the support they deserve!
2025-14687, Reproductive Health Services
The VA is planning to stop covering abortions and abortion counseling again, reversing a 2022 change. This affects veterans and their families who use VA and CHAMPVA health benefits. The change aims to focus VA services on what they consider essential care, with no new costs or timing details shared yet.
2026-21627, Agency Information Collection Activity Under OMB Review: Statement of Person Claiming To Have Stood in Relation of Parent
The Department of Veterans Affairs is asking for feedback on a form used by people claiming to be like a parent to a deceased Veteran, but who aren’t the Veteran’s biological or adoptive parent. This form helps decide if they qualify for benefits. If you’re affected, you have until November 23, 2026, to share your thoughts, and the process is expected to take about 2 hours per person.
