NYSE Texas Revises Rules for Trading Halts and IPO Auctions

Published Date: 10/26/2026

Notice

Summary

NYSE Texas is updating its rules about trading pauses to make things clearer and smoother. These changes affect how and when trading halts happen, especially for new listings and IPO auctions. The new rules kick in right away and aim to keep the market fair and efficient without extra costs.

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

How New Listings Will Reopen Trading

After an Initial Listing Regulatory Halt, the Exchange will resume trading with a Trading Halt Auction by default. For an ETP New Issue, the security will (a) reopen after 9:30 a.m. ET with an IPO Auction or (b) reopen at or after 7:00 a.m. ET with a Trading Halt Auction if the issuer elects that option. These rules become operative at the start of 23/5 Trading on December 6, 2026.

Initial-Listing Halt Will Not Cover IPOs

The rule now says an "Initial Listing Regulatory Halt" does not apply to corporate securities that are subject to an IPO. The change explicitly excludes IPOs from Rule 7.18(b)(1)(B)(i).

Trading Halt Auctions Use Collars and May Be Extended

A Trading Halt Auction is conducted after a regulatory halt and is subject to auction collars and extensions. If at 7:00 a.m. ET the Indicative Match Price is below the Lower Auction Collar or above the Upper Auction Collar, the Exchange will extend the auction in five-minute increments until the auction can occur at an Indicative Match Price within the collars, so the actual opening may be at or shortly after 7:00 a.m. ET.

ETP New Issue Auction Reference Price Can Be Issuer-Provided

For a Trading Halt Auction in an ETP New Issue that has no prior trading day or Official Closing Price, the Exchange may use a value provided to the Exchange by the issuer (sometimes called a "Seeding NAV") as the Auction Reference Price. This change is reflected in Rule 7.35(a)(8)(A).
