Published Date: 10/29/2026

Notice

Summary

Investors Exchange LLC (IEX) is changing how Discretionary Peg orders behave when the market shows unstable or unbalanced quotes. This tweak helps keep trading fair and smooth during tricky market moments. The new rule is effective immediately, so traders using these orders should watch for the update to avoid surprises.

Incoming D‑Peg Orders Post at Less Aggressive Price

If you submit a Discretionary Peg (D‑Peg) order with a time‑in‑force (TIF) of DAY, GTX, SYS, or GTT and you selected the CQI (quote instability) or QII (quote imbalance) protection for that order, then if that order arrives while CQI or QII is in effect it will post to the Order Book at the less aggressive of one minimum price variation (1 MPV) less aggressive than the primary quote or the order's limit price, instead of seeking to execute at the Midpoint Price. D‑Peg orders with TIF IOC or FOK are not changed by this proposal.

No Entry Execution in Locked/Crossed Markets When CQI/QII Active

The Exchange amended Rules 11.190(h)(3)(C)(ii) and 11.190(h)(3)(D)(ii) so that a bookable D‑Peg order submitted while the market is locked or crossed will not try to execute on entry if it was submitted with a TIF of DAY, GTX, SYS, or GTT and is received during a period of quote instability (CQI) or quote imbalance (QII) as selected by the User; instead it will be priced one MPV less aggressive than the locking or crossing price (or limited by the order's limit price). Previously, incoming bookable D‑Peg orders could execute on entry in a locked or crossed market regardless of CQI/QII.
