Highway safety paperwork gets another renewal, with no major changes

Published Date: 11/5/2026

Notice

Summary

The Federal Highway Administration wants to renew a paperwork collection that helps track highway safety and performance. This affects state transportation departments and related groups who provide data. You’ve got until December 7, 2026, to share your thoughts, and no big changes or extra costs are planned—just keeping things running smoothly!

Analyzed Economic Effects

4 provisions identified: 1 benefits, 2 costs, 1 mixed.

State DOTs must keep filing TPM reports

State Departments of Transportation (52 respondents, including Washington, D.C. and Puerto Rico) must continue to submit the Transportation Performance Management Biennial Report every two years using the online Performance Management Form (PMF). This collection is titled "Transportation Performance Management Biennial Report" (OMB Control No. 2125-0656).

Large estimated reporting burden per report

FHWA estimates an average burden of 2,040 hours per biennial response and an estimated total annual burden of 106,080 hours for the collection. The burden estimates and underlying cost calculations are based on Bureau of Labor Statistics wage data and previous Regulatory Impact Assessments.

FHWA prepopulates data but won’t change scope here

FHWA uses available federal data to prepopulate baseline and certain targets in the PMF (so State DOTs need not repeatedly submit the same values), but FHWA states that requests to change the scope, timing, definitions, or regulatory requirements in 23 CFR part 490 are outside the scope of this Paperwork Reduction Act renewal and cannot be addressed through this notice.

Public comment deadline set

Members of the public and stakeholders may submit comments on this information collection; comments must be received by December 7, 2026.
