Published Date: 11/5/2026

Proposed Rule

Summary

The EPA wants to approve California’s plan to clean up smog in the San Joaquin Valley by cutting pollution from cars and consumer products like deodorants. This plan helps meet air quality rules and includes updated testing methods. People and businesses in the area should get ready for these changes, with comments open until December 7, 2026.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Consumer Product VOC Rules Become Enforceable

If you make or sell antiperspirants, deodorants, other consumer products, or aerosol coating products in California, the 2021 amendments to California's Consumer Products Regulations (and the 2022 amendments to CARB Method 310 used to test VOC content) are being proposed for approval into the State Implementation Plan. If the EPA finalizes this action, those amended regulations and Method 310 would become federally enforceable within the State of California.

San Joaquin Valley Ozone Plan Approval

The EPA proposes to approve California's San Joaquin Valley (SJV) 70 parts per billion (ppb) Ozone SIP, finding it meets requirements for inventories, control measures, attainment demonstration, RFP/ROP, motor vehicle emissions budgets, and enhanced monitoring. If finalized, CARB's aggregate emission reduction commitments (including a commitment to submit contingency measures by January 1, 2034) would become federally enforceable, and transportation conformity demonstrations in the San Joaquin Valley would be required to conform to regional motor vehicle emissions budgets for VOC and NOX for the 2026, 2029, 2032, 2035 RFP milestone years and the 2037 attainment year.
