$3.5M Award to Support Refugee Resettlement
The Administration for Children and Families intends to award up to $3,500,000 to the Welcoming Initiative for Newcomers (WIN) to fund the next phase of the State Capacity and Readiness Initiative. The funding will support work from November 1, 2026, through October 31, 2027, to move from baseline assessment to implementation support and pilot learning for a state-centered refugee resettlement model.
States Get New Training, Tools, and Dashboard
WIN will develop and deliver training, tools, templates, and technical assistance in collaboration with Switchboard (or another ORR-designated provider) and will create a national data dashboard to support state capacity planning. These resources are intended to strengthen state readiness and help local resettlement partners deliver services more effectively during the November 1, 2026–October 31, 2027 performance period.
Gap Analysis to Guide Future Federal Assistance
WIN will identify service and capacity gaps, document pilot learning, and provide recommendations about additional grants, contracts, technical assistance, or other resources ORR may need. ORR intends to use FY 2027 pilot findings to inform FY 2028 program and resource planning.
Non-Pilot States Receive Engagement Support
For states not participating in pilots, WIN will support ORR and regional staff with meeting coordination, agenda development, briefing materials, and other state-engagement activities during the November 1, 2026–October 31, 2027 period. This engagement is intended to help bring non-pilot states into planning and implementation discussions for a state-centered resettlement model.
