Summary
CISA’s Emergency Communications Division is asking state and local emergency pros to keep filling out the Incident Communications Activity Report (ICAR). They want to extend this info collection to keep tracking how emergency communication tools are used during incidents. Comments on this plan are open until January 5, 2027, and there’s no new cost—just a smooth continuation of a helpful process.
Analyzed Economic Effects
3 provisions identified: 2 benefits, 1 costs, 0 mixed.
State and Local Pros Must Keep Submitting ICAR
If you are a state, local, territorial, or tribal emergency communications professional, CISA is asking you to continue voluntarily submitting the two-page Incident Communications Activity Report (ICAR) for each incident or event. CISA estimates 450 respondents annually, about 0.083 hours (5 minutes) per report, totaling 37.5 burden hours and $2,474.61 in total annual burden cost; the current OMB approval expires December 31, 2026 and comments are accepted through January 5, 2027.
Electronic ICAR Submission to Reduce Effort
The ICAR is submitted electronically (Microsoft Teams Form link or fillable PDF) and CISA says that electronic collection reduces time, effort, and errors compared with printing or emailing forms. Each ICAR is designed to take about 5 minutes to complete and can be submitted for a single incident or multiple times during an incident as needed.
ICAR Data Used to Shape Best Practices and Assistance
CISA will aggregate ICAR submissions to identify lessons learned, inform other jurisdictions on best practices, and guide future policy and technical assistance (SAFECOM and NCSWIC-related efforts). The data collection is intended to drive nationwide strategy and improvements in emergency communications.

2026-20650, Low-Value Shipments
The U.S. Customs and Border Protection is proposing new rules to make importing low-value goods (under $2,500) easier and more electronic, especially for mail shipments. If you’re involved in shipping or receiving small packages, get ready to adapt by December 7, 2026, when comments on these changes close.
2026-20660, Optional Practical Training Fees
Starting soon, international students using Optional Practical Training (OPT) will face new fees: $70,000 for their first OPT and $30,000 for any extra OPT periods. This change aims to stop fraud and protect U.S. workers. If you want to share your thoughts, make sure to comment by November 9, 2026!

The U.S. Court of International Trade changed the subsidy rate for POSCO, a Korean steel company, after reviewing the 2021 countervailing duty case. This means POSCO’s final subsidy rate is now different, affecting how much extra duty they pay on steel plates sold in the U.S. These changes take effect starting November 6, 2026, so importers and POSCO should watch for updated costs.
