Temporary 300,000 mt Beef TRQ Increase

The President increased the in-quota quantity for lean beef trimmings by 300,000 metric tons for the calendar year 2026. The increase applies to specified HTSUS codes for lean beef trimmings and is intended to raise supply and help lower ground beef prices for U.S. consumers.

Quota Opened in Three 30‑Day Tranches

The additional 300,000 mt will be administered first come, first served in three 30-day tranches: 100,000 mt from September 1–30, 2026; 100,000 mt from October 1–30, 2026; and 100,000 mt from October 31 until filled or November 30, 2026. Importers and other businesses seeking quota access must participate during these windows to obtain allocations.

25% Below‑Market Price Monitoring Trigger

The Secretary of Agriculture and the U.S. Trade Representative will monitor whether imports under this increase are being sold at a price 25 percent below the market price for lean beef trimmings. If they determine imports under the increased in-quota quantity are not being sold at that 25 percent discount, they will immediately notify the President, who may eliminate the remainder of the increased in-quota quantity.
