Bill Overview
Analyzed Economic Effects
6 provisions identified: 6 benefits, 0 costs, 0 mixed.
Keep housing pay in final term
Beginning January 1, 2022, VA can count one extra non-required class in your final term. This can push you above half-time when you have only a few credits left. You must be taking or have taken every required course offered that term. VA then pays education benefits, including the monthly housing stipend, for that period.
VA limits on courses eased, delayed
The law narrows when VA can disapprove a school or course. It excludes recruiting foreign students who live abroad and cannot get federal aid. VA follows Education Department standards when judging violations. VA delays enforcing these rules until August 1, 2022. Schools can apply for waivers starting June 15, 2022.
COVID education relief extended to June 2022
The law extends COVID-19 education relief for VA benefits through June 1, 2022. VA keeps paying benefits when schools shift to remote, close, or you must withdraw. Work-study allowances cover March 1, 2020 through June 1, 2022. Time limits and rules for apprenticeships and on-the-job training are also extended.
Current VA loan fees extended
VA keeps the current loan-fee table in place until January 14, 2031. The change starts when the law is enacted.
VA can skip second tuition check
VA may skip a second enrollment check for schools with flat tuition and fees. VA uses this only when a second check is not needed. This can cut paperwork and speed payments.
More VA EEO counselors allowed
The law removes the cap on full-time VA Equal Employment Opportunity counselors. VA may assign more staff to EEO counseling. VA must report to Congress on this change within 60 days of enactment.
