Authorizes use of the Capitol Grounds for two public law-enforcement events: the National Peace Officers' Memorial Service and a National Honor Guard and Pipe Band Exhibition. It sets the Memorial Service for May 15, 2026 with setup May 7–17 and the Exhibition for May 14, 2026 or other dates if jointly designated by the Speaker of the House and the Senate Committee on Rules and Administration, requires sponsors to pay all expenses and liabilities, and makes the events free and open to the public under conditions set and enforced by the Architect of the Capitol and the Capitol Police Board, including applicable restrictions in 40 U.S.C. 5104(c).

The 45th National Peace Officers' Memorial Service is on May 15, 2026. Preparation starts May 7, 2026, and takedown is done by May 17, 2026. Sponsors may set up stages and sound with the Architect of the Capitol’s approval and must pay all costs and accept liability.
