Right to high-quality education for all

If enacted, this amendment would add a new constitutional right that the United States, the States, Indian Tribes, and territories must jointly ensure a high-quality education for all persons in the United States. It would take effect only if three-fourths of state legislatures ratify it within seven years after its submission for ratification. The amendment would give Congress the power to enforce and implement the right by passing appropriate legislation. The text itself would not set standards, create programs, or provide funding or eligibility rules; families would be affected only when Congress or states adopt implementing laws.
