  • Department of Defense accounting: Authorizes write-offs of remaining depreciation and internal debt for capital assets at depots and arsenals that no longer generate revenue because of mission realignments. The authority applies only to financial balances inside the Department of Defense or a military department.
  • Delegation: The Secretary of Defense may delegate the write-off authority to the Secretary of a military department.
  • Revolving funds: Requires write-offs to be carried out in a way that preserves recovery of any prior cash outlays from revolving funds.
  • Contractors unaffected: The authority does not apply to payments owed to commercial contractors.
